Consensus Design

Draw something on the back of a piece of paper and show the blank side to the person sitting in front of you. Ask them what's on the other side. They don't know. They can't see because they don't have the perspective. The same is true in communities. You may be the chief of police but you can't see what is happening in each neighborhood.

When we are done the community owns the ideas because rather than a program thought of in Washington, DC or a state capital, the plan was designed by those who know their problems and recognize their solutions the best—the clients of the services, the service providers, and local officials.
